The tooltip is supposed to display X&<1 just like the alternate text displayed, but it displays such that you can read it as 'X is less than or equal to 1'. It displays an underline instead of the ampersand symbol.

This is a total shot in the dark, but perhaps the ISO values will do you better

I also came across this issue during our the development of our department web site. NS 4.x simply doesn't display the &'s in ALT tags ... it sees the '&' as an indicator for underlining the following letter (some mumbo jumbo about a "hot key").
Unless the ampersand is part of your logo, your best bet is to use 'and' or '+' in its place.

gets the tooltip to display the & in NS4 but then the alt text and IE shows both &&
