At midnight, my school blocks the port IE uses, to stop internet use. (I think its 433 ro something like that) Can i force IE to use a different port? (Specifcaly 5190)

if they block all destination port 80 traffic, your only way around would be to tunnel outside to another machine/service on a different port, and have that machine proxy the request. But i'm not telling you this. definitely not.
If the destination server you are attempting to access is listening on port 5190, then you can access it by just appending a : and the port number to the url in your browser. example:
http://www.example.com:5190/
