for one like this one you will have to pay money.
This is an extremely good bulletin board which has
lots and lots of code (php) which would have taken a long time to make so you would need to have a lot of cash.

You can get free message boards at www.hotscripts.com
just click the language you want (php, asp, cgi) select scripts and components and the navigate to message boards. But they won't be nearly as good as this one.

Another nice option is www.chatbear.com which gives you five free boards for noncommercial use. You can edit the HTML, add javascript, and pretty much set up the boards to your liking. Best yet, you don't have to monkey around keeping the server running.

they're all free (though have some banners and popunders) and remotely hosted so there's no finding a webhost that'll support a forum and no messing with scripts or anything
