I need help with PHP and XML

I'm trying to make a news system with PHP and XML, but I have no idea how I should do it. Is there a PHP function that adds an XML element to the XML document, or do I have to do it with fwrite()? And how do I get the value of an XML element? I've checked PHP.net but that didn't really help me.
