from IP to State

Can I know the state (USa, Italy, Germany, ...) from Ip Address ?

Hmm... assuming ip ranges fell into any geographic region specifically, then I guess you could, if you could find a complete list of them, and then sort them into an array (or better yet a database) -

But I'm pretty sure this isn't the case, as I know @home (now extinct) and rogers both used 24.XXX.XXX.XXX, and one (was) in the USA and the other in CANADA.
