Display Layer Over Flash

have a flash that displays certain images

When I defined layers, and wanted o display it above this flash , I cannot succeed... I am whatever I do when a layer is displayed, the flash appears above it..

How can I overcome thsis problem


The layer will be visible for ever since it appeares on mouse over event
