Alert! Cannot find converter or Decoder

Has anyone ever experienced this message pop-up in Netscape 4.7?
I have an ASP that has a text scroller on, it works fine, but when you re-size the browser, the background goes blue - the colour of my scroller background - and the alert box comes up with

"Alert! Cannot find converter or Decoder"

thanks, I think i may have read that page before. The thing is I am not using iframes, so I'm not sure why it is happening. I am using layers though. the problem only occurs in NS4.7 not NS6+
