array sorting, multiple criteria

I made the mistake of posting this question on the lesser-traveled MySQL forum, and I'm realizing it's more of a PHP question anyway, since what I wanna do is probably too complex for a simple MySQL ORDER BY or GROUP BY.

If the forum Gods will forgive this gross misuse of a thread, I could use some eyes on my question... it's really hangin me up.
