using a form to add html to another page

to make my site 'user friendly' im basically wondering how to set up a form for another webmaster where he puts in, for example, his name, the date, and a message, and this is added to the site's main page in a specific style and format. thanks.

Cannot be done with javascript. You need something that can read/write files at the server level. Do you have access to a server-side setup that uses PHP or Perl or something like that?
