phbb problem

Hi,

I've decided upon using phbb as my message board. Is it possible to modify the board without already having my website online, because I haven't registered nor hosted (of course).

Can view the forums if you have phpdev ( http://www.firepages.com.au ) on your own pc.

I've downloaded it and installed it was explained on the site: phpdev 4 is installed as is MYSQL 3.23.
What do I have to do now to set up a phbb board (which I've also installed on my pc)?

Open the readme file and it'll prolly tell you to edit the config.php file
