Reliable code toad sought

I am looking for a PHP code toad* who can quote competitively for jobs as they come in but who is above all else reliable.

Ideally, I am looking for someone who can put together relatively simple, user-maintained (CMS) e-commerce sites, based on designs from Fireworks and Photoshop design mocks.
