Artistic talent is what they use. The tools for producing the images vary according to the individual.

A good tool won't make a a hack like myself into even a middling artist but a good artist can make amazing things with even the most rudimentary of tools (MS Paint for example).

I use PhotoShop 7 and Paint Shop Pro 7ae .... I haven't to 'master' them, or can do anything like what I see on the web, but I'm learning, that is all I can do.

I recently got Flash MX, haven't played with it. But PhotoShop has about 100 or so Effects on it.....It depends, there are many products, just have to use them or try them all or as much as possible to see which you like the best. I am still looking for one with the 'chicken scratch' effect or font in it. Its driving me nuts, i have one of the 'so called' best, and yet, its not there.

I like photoshop, but I think Jasc Paintshop Pro is better for newbies.

It depends on what it is you are trying to do...basic knowledge of 'artistic theory' or sheer talent certainly plays a roll, though it is possible to just drag yourself into an image that is good by just constantly hammering away at it.

Mainly it takes experimentation, in the beginning (and this is for digital art) to figure out your program of choice and what it can do and how it does it. Other than that it is ideas, inspiration...and dedication.

But the problem for most people is they are too afraid to start, they automatically think they aren't good enough, so they don't try...you have to keep trying and experimenting, the more fo that, the better you become in your technique and concept. Also, if you are serious, pick up some architecural books, art books and painting books (that mainly discuss theory of aeshtetics and view) so that you can get some basics (like using solid lines at certain places to convey depth, etc.).

But experimentation is the key...these are all experiments:

You have to start in order to finish :)

That is all Photoshop (all other 2d raster programs blow, period, but it is expensive for most people), with a little Cinema4D and Lightwave thrown in for 3d.

You can read tutorials for your program, but tutorials only teach you how to do one thing...you need to experiment. Learn the basics and experiment. Sure, follow tutorials, but see what else you can do using the same techniques. (Same with program filters, though people have a tendency to rely on them way too heavily instead of letting their ideas flourish through the program, where plugins and filters really take creativity and inspiration away)
