Input/Select Field Z-Index Question

It would seem that no matter what the z-index, select/input boxes always appear in front of say a table with text in it that is supposed to be infront of it. Yet the table will appear in front of other text, buttons and such. Just seems like select/input boxes. Is this a limitation, or am I missing something?
