not sure i understand.

when you create a pdf, you can set encodingpermissions. This will determine if the pdf is passwordprotected + if it can be printed and/or edited.
If it is editable, then you can edit it with Adobe Acrobat Writer. (i don't think there is any other way since that is where Adobe gets his pdf-related profit from). I don't know of a free writer, but aybe they exist ...

so if you are the only one that will edit them, then you could maybe best get an acrobat writer. If you need your clients to be able to edit them, then this is not realy a good option.
