<DIV> menu scrolls as scroll-bar is scrolled

many of u might h've seen a such menu.
i myself has code ( i haven't written ), but i don't like its complexity.
can any1 help myself write this.

commonly seen dhtml are:
'<DIV> menu scrolls as scroll-bar is scrolled'
'message-scrolling in a <DIV> window'

we can change properties of javascript object easily.
we do image-rollovers etc. or change object properties
on mouseover, onmouseclick etc
we can also call a function using setTimeout()

but how new properties take effect e.g. scrollTo(x, y)
without page-refresh ?

I think I understand what you mean...
This problem requires no JavaScript. There's a CSS property which can use to achieve this effect, called overflow (http://www.w3.org/TR/REC-CSS2/visufx.html#overflow).
