Allowing a client to update details using include

Hi,
im making a site for a mate of mines paintball team, and they need to be able to update news/photos easily but they dont have any html knowledge. Is it possible with some snazzy script to take the contents of a text file in the server which they edit, and put this in a table cell in the website?

if so, how?

Also, is there anyway to put a graphic down the side of a paragraph that resizes to the same length as the paragraph?
