Currently it is only one big picture 10k in size and i want to make my site resemble this picture...
What is the best way to do this...Give me details and examples if possible...i fairly new to all type of designing
I think the use of tables would suffice

Mr. J is write, tables is enough
Here's the breakup of how i would do it:
the color blue, get the hex colour and put it in your css statements, or just put it in your body tag.
the table is everything but the blue. Note in this scenario, border="0" cellpadding="0" cellspacing="0"
create 2 columns and 4 rows.
Break the image (slice) up into the following:
Row 1: bannerleft, bannercenter
Row 2: the pink line width (left and right)
Row 3: the gray area width
Row 4: the pink line width.
I presume you'll be creating links on the left side. Just a suggestion (I made this mistake), don't put plain text there if you are, because the stroked colour isn't that great to manage with text over it, esp. with ppl who have different resolutions and such. If you are putting links there, and want to keep the stroke, create images for your links with a consistent background or something.
