I want my site in the top 5-10 places givena certain search criteria. I'm willing to pay to some extent. I believe the days where paying for rankings was unethical are now gone and it's time to widen my site's scope.

Which engines should I target? and what schemes? I'd rather not pay for a service to do my submissions, I'd rather target big engines like Google and ???

What do peeps think?

i think the most effective thing is link exchange. also, try linking to your site in your sig. it's shameless, but it works. just make sure that the words that you use to link to your site, are the words that you want to be searched for.
