I was surfing around, and I saw this character: ¬ . I was wondering what it is. Its not on my keyboard, is it one of those: Alt + bunch of #s characters? Kinda weird question...
This was the most relevant forum to my question that i could find.

That is the Not Sign. Its used for math i do think.
BTW, it is Alt+0172
I thought the not sign was an equals sign with a slash through it (≠)?

That's a "not equal", it's not a "not" which may or may not refer to equal. Is that knotty enough?
O, okay. Ive never even seen ¬ b4 :D

I've worked with languages where is was used. Also the old unit-record equipment like keypunch machines actually that as a character on their keyboards so it had greater exposure in the past.

U+00AC (¬) is used mostly in statistics and logics. It's the mathematical boolean equivalent of the computer NOT (! is used for the same in JavaScript and many other languages). In the same way, U+2227 is the mathematical boolean equivalent of computer AND and U+2228 is the mathematical boolean equivalent of computer OR.
To really see them, as they should display, check http://www.unicode.org/charts/PDF/U2200.pdf and the other Unicode charts.
