I'm just would like to learn php, Do I need to learn Javascript first?

No. It's more the oposit : when you learn PHP, you'll need to forget everythin you know about clientside valuechecking etc.
There are however actions that can only be done clientsided (like opening windows, reloading a page etc) but these always need to be non-critical actions for your application, so javascript is not a must. I always try to keep my applications completely javascript free
