CSS Layout, or an Interface?

What should I use to build a webpage? A CSS Layout like this:

Night fire, you missed my point, I am asking weather I should use basic CSS colors and layout to design my page, or a bunch of images to make it look cool :cool:

But consider this:
1. You might want the iformation to get to somebody with a 10kb/s conection, (like my school)
2. You might want to consider that the client wants to increase the text size, but cant, cuz its an image
3. And it is not liquid....

So what do you think: Your pros and contras, for this

You can also say that you would do this, for that audience, but something else for a different audice (I just wanna hear ur opinnion)
