Hi There,
Can Microsoft's FTP server (Microsoft FTP Service (Version 5.0)) use the command SITE CHMOD to change file permissions through FTP?
If so, how?
If not, why and how do i work around it?

Well if thats a Windows FTP server, then there is no such thing as CHMOD, that's *nix.

For Windows I've used GuildFTPd and you can setup file/directory permissions for individual users as well as user groups. Pretty good program.
Only thing I ran into was I couldn't figure out how to start it... it took me nearly a day to realize there was an ON/OFF button! *bump *bump

I've never really even heard of Microsoft FTP Service, but from what I've been seeing, it looks to be part of IIS. If not through the FTP Server, you might look at the IIS settings to change these properties. Hopefully the links help you out!
