for sometime now,have been trying to get a way to design web pages on my own but i don't seems to get assistant from people.
can i get somebody to put me through on this.

You should first learn HTML. Do a search on Google for "HTML Tutorial".
Read some tutorials on making web pages and look at examples of other webpages by using the "View", "Source" menu items at the top of your IE browser (Netscape is similar).
Once you know some HTML, you can either purchase some software to help you with the design (like Dreamweaver) or hammer through your own coding by using Notepad.
The ultimate learning method would be to take a class at a local community college, or even have a knowledgable friend, co-worker sit down and show you "hands-on".
