Loading Java over top of Flash

I have a header on our website that has drop downs. Here's the website.

The problem that I have is when I have flash below the header the flash does not allow the java drop downs on top of it. How can I fix that?

It discusses trying to cover form elements with pop-out menus, but I'm pretty sure it works for flash stuff too...
