I'm interested to learn PHP to design a program that will allow me to do something similiar to these sites.
What I would like is some opinions as to the best place to start learning PHP.
I don't know if there is a program out there that these sites are using, as the interface looks very similar, if so I did not find them and any help would be greatly appreciated!

php.net would be a great place and they are using a db connection mostlikely so you will need to learn that along with PHP and thus pick a DB to communicate with...Also there are some good books out there. Begining PHP4 is the book I have, it can be bought anywhere just about.

I started with this book:
PHP and MySQL Web Development, Second Edition
by Luke Welling (Author), Laura Thomson (Author)
It is a bit much for a novice, but it not only gets you started with php but also brings in MySQL. It has an appendix too to teach you how to set up your own php-mysql on your computer to work with (I just did this now on my laptop...I am still fairly new to php)

If you have good grounds in other development lanuages, meanings and terms I'd recommend PHP Bible.

got beginner tuts and tuts covering all major subjects. BTW this is a link database, none of the tutorials are on this actual site, so some are a bit obsolete. more so now PHP5 is out!(w00t).

Well, I believe PHP to be one of the simplest C scripting languages to learn, all you really need is php.net's reference.
