Enabling Foreign Languages in HTML

Does anyone know how to enable foreign language characters (in this case Asiatic languages, Chinese/Japanese) in a website? I only know basic html so this is very new to me. Please explain in as simple terms as possible. :o Thanks a HUGE bunch!
