The drivers you need should be on the XP CD. Unless Memorex did something really stupid, that drive should work pretty much like any other drive ('cept maybe slower since it's an older drive).
What you might want to do is go into the BIOS and make sure it's not trying to speak to that drive using ATA/133 and the like, you may have set up the previous drive that way and it hasn't reset to the "older and slower" methods.

How would I get the drivers off the XP CD?
And I will try to see if it is using ATA/133, if it is using ATA/133 what should I use?

XP will let you know if it needs the CD. It's much more likely you've got the IDE port set too FAST or using a higher MODE than the old CD drive understands. Set the IDE port for that CD drive to the lowest and slowest (PIO) mode in the BIOS and see if that makes a difference.

Here is what it is set for right now:
cylinders: [13395]
heads: [15]
sectors: [63]
maximum capacity: 6481 MB (not change able)
Multi-Sector Transfers: [16 Sectors]
LBA mode Control: [Enabled]
Transfer mode: [FPIO 3 & Bus Mastering]
Ultra DMA: [Mode 2]
The maximum capacity looks kinda weird.
I have know idea as to what I am doing here, the drive can read CD's if that helps any.

If the drive is reading CDs right now then it's got the correct driver already and you've been looking at the wrong problem.
Trying to remember about antiques like that drive I recall that many of the early drives were rather particular about the medium they write to, a CDRW disk is obviously out of the question but the drive may also not like various other writable disks either.

windows says that my drive is a DVD/CD-ROM drives
here is the driver version:
5.1.2535.0
I did a google and it didnt bring much up.
It isnt to picky about what disc I use because I'v used TDK, memorex, verbatim, maxel, and a few other brands.
