You should always back up your registry first before you start messing with it.

You might need to renistall but depends on what you did.

Yes, you can reinstall the OS. Every comp should ship with at least a recovery disk, which should get you reinstalled, if not, this site (http://www.linuxiso.org) has a lot of OSs you can donwload for free.

What operating system are you using? (version of windows) If you mess up the registry, you can restore it from a backup that windows makes automatically.
