doctype meaning

Advise what this line does:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN">

and how does it effect JavaScript? I had JavaScript menus that wouldnt work correctly in Netscape 7 until I eliminated this line.

It tells the browser how to interpret your page, what standard the page follow, if it is removed browsers reverts to how the good old interpret and hope for the best.
