Changing the "alt or title" colour

U kno when u move over an image or a link and the little text box comes up explaining what it is. Its called the alt on images and the title on links.
Well how could i change the colour of this?

That's not changeable. What you can do is create your own little popup boxes using layers. There is a script for it at www.dynamicdrive.com

Right. That color is specified by your OS environment, not the browser or page.
