Adobe ImageReady.
Attach the image to a post, tell me how big you want it and I'll do it for you. It takes like 2 seconds at the most

*edit: Upscaling of a bitmap image ALWAYS causes degredation of the image due to interpolation: the process of determining the colour values of a new pixel relating to its immediate neighbours.
Just a bit of background for those new to digital imaging.
