website in regional language

How can i create the website in regional language without prompting user for font download.. just wt google or http://www.bbc.co.uk/hindi/ is doing.
Any idea..
If yes tell me ...

Are you thinking of typing out the individual pages in each language?

I have no personal experience on this matter, but the first thing I can think is some kind of language files. Search Google for 'language files', or similar.

Try to change "utf-8" at <meta> into "hi", it may help.
