What does it mean when people said "everything in Unix is a file"?
how come MS Window OS everything is not a file???

Everything can be opened & closed programmatically as if it were a file.
how come MS Window OS everything is not a file???
It was a design decision, they weren't trying to write another Unix clone.

Everyone's new sometime. If you've got access to a Unix (or Linux) system and are working with it you'll eventually run into something that'll explain it in a way you'll understand.
