need advice for a script!

I am looking to make a script for a doctor's office. I basically need the script to be able to keep all patient records in a database. I am new to script programming and am not sure which language would be the best one to use. Any suggestions would be greatly appreciated!

you will need 3 things:
-a webserver www.aprelium.com
-a server side scripting langauge www.php.net
-a database program www.mysql.com

none of them will cost you a dime :)
