Just wanted to know if its necessary to put description and content meta tags on EVERY single page of your site. Does having it like that increase higher ranking in search engines or is it sufficient only to have them on your homepage ? Am new to all this. What key words increase ranking?

Put them only on your homepage and the search engine will only index that page. This may or may not be a good thing, depending on your opinions and the content your site covers.

Even then, although META tags can be helpful, I know that Google spiders the actual content of your pages, with a lot of emphasis on the page title.

Yeah, so bottom line: Code semantically and use intelligent titles, and your Google rating will soar.

Ok, thanks... So would you advise me to put in meta tags on each page. Am a bit unsure as to which is best.

I wouldn't worry about it, the content of the page is what is used to rank the pages.
