Is there a program out there like frontpage for creating site that are compatable with web enabled phones

Generally WML pages are generated by transforming a source XML document with a suitable XSLT stylesheet. Alternatively they can simply be edited in a plain text editor (or programmer's-style editor). You can even convert simple HTML pages to WML automatically... see here (http://www.cgiexpert.com/htmlwmledit/htmlwmledit_home.htm).
Either way, the resulting WML pages should then be previewed in a suitable WAP browser emulator.
It is entirely possible that there's an excellent all-in-one fully integrated WML editor and browser, but I'm not aware of one. If no-one else posts anything useful, I can only suggest that you have a search or take a peek in recent a WML development book and see what it recommends.
In any case, WML never really caught on, and is already on its way out, so I'd think carefully before committing any serious time or money to it.
