It would depend on you scripting technology choice.
ASP - I don't know of many, but I am rewriting the Web Wiz Guide Forum (http://www.webwizguide.com) to suit my site.
PHP - vBulletin (http://www.vbulletin.com/) or Invision Power Board (http://www.invisionboard.com/)

PHPBB
is good and completly free. easy to set up and all
Invision power board
is free. you just have to downlaod what they call a demo. its just the fully functional this but there are things like tech support and ms sql support you have to pay for
vBulletin is not free in the slightest.

invision's liscence is proprietery , very open but non-the-less proprietery (they were very helpful with me when bundling it with the last phpdev (phpdev434 will be FUDpowered))

I went to the demo board and I did not like the admin section.

Been playing with the FUDforum support forum in the test things out section and have found that the buttons don't work on my mac, not getting a FUDforum.

what you actually hve to do to get invison board, is to 'buy' it, but not actually purchase any of the add ons. its trued that the invision admin panel is very confusing to start off with, but it is much more complete than phpbb. new users might not realise this but after a while yo u might want to implant feautrues that are only in invision.

actually, you might want to try openbb (http://www.openbb.com/) . it is very much like vbulletin. (but its free lol). it has the most customizable templates and has a great admin cp.

Not Free.
Invisionboard is free. The only limits that I have found with the version I have is that there is no chat room included with it. Invision is a good forum for being free.
My two forums that are using it are at http://www.nsjhl.com/community/ and at http://www.ncdgames.com/forums/

I think I will go with PHPbb but that doesn't mean you can stop posting about others.

They will be very functional but most of the stuff depends on how many people come to my site.

I attually used it for about 2 years on a site of mine before getting rid of it (as well as the rest of the site).
