Flash/Html Prices?

I have a client who wants a relatively fast loading page. But he might want a "HI FI/LO FI" kind of splash page. I'm assuming a .html website with FLASH integrated animations would cost more than a basic .html site right? But how should I charge him?

$X.XX for just a Flash Site
$X.XX for just an html site
or $X.XX for both since he might want 2 sites (one for Dial Up and one for Broadband).

I'd recommend against making an all flash based website, there are numerous failings to doing it. As far as pricing goes, look at these threads:
