Go to swishzone.com and download Swish 2.0 (don't go
for SwishMax--it's a little too advanced, if you're a
beginner).

For some samples go to designsxchange.com

here's one from their FX downloads:

http://www.silkycom.com/waters.swf

rain and clouds are super easy with Swish and there are lots
of samples of both at DXC.

Any special reason?

I can't think of one.

However, you could try to use Paint Shop Pro or Photoshop
and develop custom "hand drawn" images frame by frame
until you have the complete animation.

Or, you can just get a copy of Swish or Flash and use the
"tweening" features to produce a far better result in about
1/100th of the time.

If you're afraid that a .swf file isn't as universally browser
supported as a .gif file, all major browsers have been
bundling the Flash player with at least the past 3 generations.
The only drawback is the recent IE change which requires a
.swf to be embedded in a .js file.

Another important consideration is that Swish and Flash
drawing tools generate vector graphics which will "scale"
automatically to the user's screen resolution.

it's very simple to convert .swf into .gif anyway, just open it up in flash, and export as gif, no probs.

as if IE wasn't rubbish enough as it is, some idiots decide to make a point and sue microsoft for a crummy html tag

why don't you just insert a java applet.
you can put killer water effects and other effects. just visit this web site. it provides you with awesoem effects. just follow the simple instructions.

http://www.dseffects.com/

for an example, look at my water/rain effects
