I want to make a page where the sales manager could type in a zip code click search or whatever and it would pull all the resellers lets say within 20 miles of that zip..... ANY IDEAS?????

Using Javascript? Only that sending that much information to a html page would make it take a very long time to load. This is a job better handled by server side code.

like what? PHP, ASP or someting like a cgi to DB type thing?

Any of the above, which one to use depends on what your hosting server supports and which of those supported server side scripts you'd be most comfortable using.
