Flash Program/Editor

Sorry if this has already been asked because I tried searching....anyways does anyone know of a FREE Flash Program/Editor for windows. I've tried looking places but I have only found demos.

Any help is appreciated :)

It's not completely free, but it's only about $24.00 (The newer version is $99.00 I think) compared to $499.00 for Flash.

And you can always download the trial version of both of them to use them for 30 days without paying. :D
