I want to start foolin' around with some Perl and PHP stuff for a website I will put up.

The site will be hosted on an Apache server.

SSI will be turned on.

I know very little about perl or this stuff in general but have lots of technology experience and some older programming knowledge.

Is there a way for me to set up a 'testing' simulator on my Win-XP local computer? So that I can test what things would look like without screwing with the server in real-time?

Yes of course. You can download phpdev from here:

This was developed by my fellow mod in the PHP forum. Depending on which package you download you will have PHP, Perl, MySQL, Apache, phpMyAdmin(for administering the dbs), and a few other features.
