There is a program that allow to see the contents below the black bar?
In the original image there is not this black bar, but the owner of this image put this black bar to hidden the original contents

If it's a flattened image, then, no, there's not a way to see behind it. A flattened image is just that. Flattened. It's pixel based, so all the pixels there are black...so there's no way to see what's behind it.

You can try using a masking gradient tool; for that, it kind of splits a set of pixels into different layers, allowing you to choose which set you want to edit. By carving out the pixels you don't need, you will be able to see the picture. I don't know if there's an actual software specifically designed for doing this though.
