How to make a program that checks for a specific string?

So, there's a computer science course that I want to get into in my school. Theres only a maximum of 35 spots and theres a website that displays the amount of people registered in it.

On the page, there's no other instance of the number 35.

So what I want to do is make a program that checks if the number 35 is still on the page. Wait like 2 mins, refreshes the page and then checks again.

When there is no number 35, I want to be alerted (possibly by text message?) or by something else.

You would need server-side coding to achieve this.
