Where can you get clipart which you can do somehing to, i want to get a car and animate it moving and stopping at a wall?

Unless you have the whole animation, ie all the frames involved, it'll be pretty hard to achieve with simply one clipart image. I've never really seen it done either online. Chances are that it would be best to try it out yourself, or merge two different animations together.

Am I right to presume that you'd be wanting it to have a 3D effect, or is it just a 2D image? If it is simply an image like the smilies we have, then you could just do it with flash.
You can get a free 30 day trial of it from the Macromedia (http://www.macromedia.com) website. Simply convert your image to a symbol, and then use Motion Tweens to move the image around.
