problem with pdf submit button works in FF not in IE or Chrome

I've created a fillable form with an email submit button which works fine in Firefox but not in Chrome or IE. The submit utilizes the mailto: statement. Any ideas as to why it will not work? Any help would be appreciated as it is on a live site and needs to be fixed as soon as possible. The format for the mailto statement is as follows:

mailto:clientsemail@gmail.com?subject=Rental Application PDF form

Who uses "mailto" anymore?
Why not use a real form and a PHP script to send them the PDF?
Also, maybe a choice ... 1)open the PDF, 2)save-as, or 3)email it to me.
(PHP will email it as an attachment, along with a cover letter explaining it)
