I need a program

Hi there everyone, I have an idea for a program, but being that I have no knowledge of computer programming, I need help.
I want to create something that when running will watch my system clock and at a certain time it will run a program from a file on my desktop, and close it after a certain period of time(as in a few hours).
Is this possible, can anyone tell me how to do this?

Basic Windows scheduler (http://www.iopus.com/guides/winscheduler.htm) will do, I guess.
