Site Broken in IE but not in other browsers

I'm looking for some help to clean up this site for a client. Any input is greatly appreciated. The homepage appears broken somewhat in IE. There is a background image and other images used. but if you view homepage in ie you will see towards the bottom it's broken

i viewed in IE 9 and compared to FF. dont see any significant difference. can you describe the problem in detail?
