echo '<meta http-equiv="refresh" content="0;URL=' .$url . '">';

is the correct syntax. It should appear within the <head> though.

This meta is a legacy method and header() would be preferable, but this must occur before ANY HTML is output.

Besides, it is sensible to redirect before running all the code (database connection, etc.).
