Got a book from my local libray to learn Visual Basic,
Where can I download the Visual Basic project manager?
If it is not free, are there any free ones?
Thanks

There is no "free" version available. This is a product that's sold for a price and which has also been discontinued. Your best bet is to hunt down a copy for sale, a new copy that's sitting in some software vendor's warehouse or a used copy someone's willing to sell.

you can get a learning edition version pretty cheap i think. you'd be better off learning C++ with MS visual C++ ;)

Yeah or you could just pick up vb .net which is essentially vb7.
If you are a student, just pick this up: http://softwareelectronics.com/cgi-bin/merchant2/merchant.mv?Screen=PROD&Store_Code=SE&Product_Code=595104
